SUMMARY

"I say...do you hear that distinctive sound of an air-to-ground missile? Like the Angel of Death belching through a penny whistle?"
- Major Bludd (while racing to Joe headquarters on a VAMP)

As the Joes assemble a pre-fabricated fortress in their underground headquarters, Cobra Commander and Destro locate the Joes' base at Fort Wadsworth and prepare to attack. Snake Eyes and Kwinn break into Dr. Venom's lab, but their moment for revenge is delayed due to a fleet of Cobra helicopters filled with troops. Snake Eyes climbs into the SNAKE armor, however, Dr. Venom controls the Joe's actions and forces Snake Eyes to crush Kwinn's gun and toss him across the room. Cobra attacks the Joes' base, but the Joes repel Cobra thanks to the firepower in the fort and the bombs planted underneath several ambulances. Undeterred, Destro plows forward with HISS tanks and Hawk orders the armored ground units to form a wedge and disrupt Cobra's attack. During the battle, Snake Eyes, who is still inside a SNAKE suit, shoots the restraining bolts to Kwinn's suit and the Eskimo grabs the remains of a PAC/RAT, shoots Dr. Venom's HISS driver and charges toward Dr. Venom with a dark malice in his eyes. Elsewhere, a FANG helicopter pilot lands on the roof of the Joes' base and plants a bomb. Inside the Joes' stockade, Doc is knocked unconscious by Major Bludd and Scar-Face kicks General Flagg's gun out of his hand. Major Bludd catches the gun, shoots General Flagg in the chest and escapes with the Baroness after shooting the FANG pilot. As he flies away, Scar-Face dies inside the Joes' pre-fabricate headquarters as it is destroyed by the Cobra bomb. Snake Eyes, Clutch and Doc rejoin the Joes, who are watching Cobra retreat, however, as Hawk explains that they just won a major victory, his smile slowly disintegrates as Snake Eyes holds out Kwinn's necklace and Doc presents General Flagg's dog tags.

Description
As Destro's HISS climbs over a hill and the Joes are forced to retreat, a general inside the communications room at Joe headquarters asks if anything can stop Cobra. Hawk replies that G.I.Joe can do the job. Launching from behind Joe headquarters, Ace flies a Skystriker toward the battle and fires two missiles into Cobra's forces. With Dragonflies in the air, Hawk shouts, points toward Cobra and runs into the fray, and all of the Joes follow him every step of the way. Three Cobra officers catch sight of a VAMP, a MOBAT and several Dragonfly helicopters bearing down on them so they abandon their weapons and quickly retreat along with Destro, who is firing at the Joes while his HISS is speeding away from the Joes.

Notes
Although the technical feat of bringing the cover of the comic and the first scene of the commercial in sync is laduable, the advertisement is a travesty because it does a very poor job of reflecting the Pyrrhic victory in the comic book. Sadly, the commercial merely shows scenes of Cobra's attack and the counter-attack by G.I.Joe, the background action in the issue's plot, set to the polished theme song for the toy.

And since Joe headquarters has been found, issue 19's advertisement is the last chapter in the multi-commercial story-arc, a marketing technique used by Coleco while advertising the Sectaurs toy line.
